广电总局关于加强广播电视谈话类节目管理的通知
2004年12月10日，国家广电总局向各省、自治区、直辖市广播影视局（厅），新疆生产建设兵团广播电视局，中央电视台、中央人民广播电台、中国国际广 播电台发出《广电总局关于加强广播电视谈话类节目管理的通知》，《通知》说，最近，一些电视台收到名为“北京世熙传媒”制作的《中国第一档深夜电视―〈面 罩〉》等电视谈话类节目。经调查，“北京世熙传媒”未取得《广播电视节目制作经营许可证》，没有制作经营广播电视节目的资格。据了解，该公司已经通过各种 渠道向许多地方电视台推销此类节目。为确保广播电视舆论导向正确，特通知如下：
一、各级广播电视行政部门和广播电视播出机构要切实负起管理责任，充分认识确保每一分钟广播电视节目导向正确的重要性，牢固树立政治意识、大局意识和责任意识，确保正确舆论导向。要对所属播出机构购买各类节目的情况作一次全面检查，凡违规者要立即纠正，不
得播出。
二、各级广播电视播出机构一律不得购买和播出没有制作经营资格的机构制作的广播电视节目。已经购买“北京世熙传媒”制作的电视谈话类节目《中国第一档深夜电视—〈面罩〉》的，一律暂缓播出。
三、要切实加强广播电视访谈类节目管理。要从访谈类节目的选题设计、嘉宾选择、主持人引导、审查把关等方面加大管理力度，严格执行选题计划送审制度和播出 审查制度，强调政治导向、强调社会责任、强调宣传纪律。必须严格把握节目选题的政治标准、道德标准和内容标准。所选题目必须符合宣传要求；必须符合广播电 视作为国家主流媒体的身份和定位，必须关系国计民生、关系广大群众切身利益。对个别存在边缘化观点的嘉宾要做到心中有数，慎重选择，严格把握。必须增强主 持人对嘉宾、主持人谈话内容的正确引导。要坚持稳定第一、社会影响第一、遵守纪律第一的原则，切实落实责任，严格审查把关，坚决杜绝播出导向错误、社会影 响不好的广播电视节目。
四、责令北京市广播影视局，对北京世熙传媒文化有限责任公司未取得《广播电视节目制作经营许可证》即擅自发行广播电视节目的错误行为进行严肃处理。
