The following is a translation prepared by the Congressional-Executive Commission on China of the Decision Regarding Handling the Rectification and Expeditious Relaunch of the "Freezing Point" Weekly issued by the Communist Party Youth League Publishing House Communist Party Committee on February 16, 2006. 1. Party Committee deputy secretary and editor-in-chief Li Erliang is ordered to make an in-depth investigation in the Party Committee meeting of the failure to impose strict controls.
2. The editorial board is ordered to submit a written investigative report to the Youth League Central Committee, and earnestly summarize the lessons learned from this experience, and formulate and implement specific measures to increase the uprightness of newspaper publishing ideology, improving the regulatory system, and clarifying responsibility.
3. Deduct from Li Erliang and Pan Ping the current month's bonus pay, and deduct from Li Datong the current month's performance bonus.
4. Restructure the personnel at the Freezing Point weekly:
Dismiss Li Datong from his position as editor-in-chief and assign him to the news research institute.
Dismiss Lu Yuegang from his position as deputy editor and assign him to the news research institute.
Appoint Party Committee member, executive deputy editor, and deputy publisher Chen Xiaochuan as editor-in-chief of the Freezing Point weekly.
5. During the period when the Freezing Point weekly is shut down it is necessary to earnestly summarize the lessons learned from this experience, and increase the uprightness of newspaper publishing ideology, improve the regulatory system, clarify publishing work flows, ascertain what position has which responsibilities, and within one week submit a report on the status of the reorganization to the editorial board and the Party Committee.
6. Earnestly compile an essay to refute Yuan Weishi's "Modernization and History Textbooks," and publish it in the first issue of the relaunched Freezing Point weekly in order to dispel the bad influence that has already been created.
7. Freezing Point weekly shall be relaunched on March 1, 2006.
