各省、自治区、直辖市新闻出版局，中央单位报刊有关管理部门：
最近，经济消息报社与中国国情研究会擅自设立“国情内参社”，非法出版、征订发行有严重问题的《国内参考》、《国际参考》和《国内参考特刊》，被我署 查处，经济消息报社受到停刊整顿处理。近年来，有的单位和个人以搞“内参”或“内部信息”等名义，将涉及国家秘密的内部资料信息，非法出版的一些涉及党和 国家领导人的所谓“内幕”、“秘闻”，以及境外媒体歪曲事实和别有用心的报道、文章等汇编出版，在社会上非法征订发行。有的还非法设立了“信息中心”、 “新闻信息服务公司”等，非法从事提供新闻信息的经营活动。这些非法活动严重损害了党的领导，破坏了安定团结的大局，造成了恶劣的社会影响。为制止社会上 传播有害信息的非法活动，进一步规范出版秩序，特通知如下：
一、未经新闻出版行政管理部门批准，不得擅自设立以编辑出版“内参”或内部信息资料等的编辑机构；不得擅自公开发表、出版、发行内部涉密信息或境外媒体的报道、文章，以及互联网上未经证实的信息。凡将上述内容汇编出版发行的，一律按非法出版物查缴。
二、未经新闻出版行政管理部门批准，不得成立以传播新闻信息以及从事其他新闻出版活动为主要内容的机构。对擅自设立的非法新闻出版从业机构，有关部门要坚决取缔。
三、新闻出版单位因工作需要所办的“内参”，是向上级领导机关提供情况的重要渠道。要严格规定发送和阅读范围，并标明密级，规范管理。任何媒体不得公开引用、转载和出版发行。
四、各新闻出版单位要强化内部管理，加强对从业人员的职业道德和社会责任感的教育，不得利用工作之便参与或为非法新闻出版活动提供资料和渠道。对组织或参与此类活动的人员要予以严肃处理，并追究有关领导的责任。
五、印刷单位要严格执行有关印刷的管理规定，严格审核准印手续，准印手续不全的，一律不得印制。印制单位要加强内部管理，堵塞漏洞。
各地新闻出版管理部门，中央单位报刊主管、主办单位要结合实际，针对上述问题逐一清理，切实采取有效措施，坚持杜绝此类问题的发生，维护正常的出版秩序。
