Regulations on the Administration of Book Quality (CECC Partial Translation and Chinese text)
Article 3: Book quality includes the four matters of content, editing, design, and printing, and is divided in to grades of qualifying and non-qualifying. If a book is, on average, qualifying in the four matters of content, editing, design, and printing, then it shall be considered as qualifying. If a book is, on average, not qualifying in the four matters of content, editing, design, and printing, then it shall be considered as not qualifying. Article 4: Books whose contents comply with the stipulations of Articles 26 and 27 of the Regulations on the Administration of Publishing shall have contents considered as qualifying. Books whose contents do not comply with the stipulations of Articles 26 and 27 of the Regulations on the Administration of Publishing shall have contents considered as not qualifying. Article 17: Books that have been investigated and designated as not qualifying, whose error rate is between 1 in 10,000 and 5 in 10,000, must recall all books within thirty days of announcing the conclusion of the investigation, and may continue printing once corrections have been made; those whose error rate is above 5 in 10,000 must recall all books within thirty days of announcing the conclusion of the investigation. Article 19: Anyone directly responsible for producing three non-qualifying books in a single year, or any non-qualifying books for two consecutive years, shall have their professional qualifications as a publishing specialist technical employee cancelled by the press and publication office of the province, autonomous region, or municipality under direct central government control, and may not engage in publishing editing work for three years.
