The following is a partial translation prepared by the Congressional-Executive Commission on China of the "Shenzhen Public Security Notice Regarding Commencement of Purification and Rectification Work on Network Public Information Service Establishments" issued by the Shenzhen Public Security Bureau on July 5, 2005. The Chinese text was retrieved from the Shenzhen Public Security Bureau Web site on March 7, 2006.
In recent years, there has repeatedly been noticed in some of our city's Internet chatrooms, news groups, BBSs, instant messaging services, and other Internet public information service establishments illegal associations, illegal connections, obscenity and pornography and other illegal activities. Starting from safeguarding the general well-being of national security and social stability . . . from July 10 through September 30 there will be launched three weeks of purification and rectification work on Internet public information service establishments, and the following work requirements are hereby issued:

2. Multi-Stage, Gradual Completion of the Work of Purifying and Rectifying Network Public Information Service Establishments
In order to completely and thoroughly complete the work of purifying and rectifying network public information service establishments, the purification and rectification work shall be divided into three stages.
(1) Propaganda Preparation Stage (July 10 - July 16)

(2) Purification and Rectification Stage ( July 16 - August 25)
During this stage, all work units shall organize sufficient personnel resources and adopt integrated human and technical methods to carry out an extensive survey of current network public information service establishments, and re-register or shut them down, as appropriate. All purification and rectification work shall be completed prior to August 25, and the situation with respect to purification and rectification work shall be reported to this office before September 1.
(I) Any network public information service establishment whose name, summary, or postings contain harmful information that is explicitly prohibited by law, or information that is suspected of being criminal or that is not in harmony with the requirements of establishing a civilization with a socialist spirit, shall be resolutely shut down. Assistance will be provided to our office in investigating the status of the relevant personnel.
(II) Any network public information service establishment that is suspected of having unauthorized mass organization activities shall temporarily have their service stopped, and shall be required to provide proof of mass organization registration within 30 days. Those who do not provide valid proof by the deadline shall be shut down.
(III) All other types of network public information service establishments shall be required to implement real name registration within 60 days, and thsoe who have not registered by the deadline shall be shut down.
(3) Heightened Inspection Stage (September 1 - September 30)

(I) Implement a real name registration system for all new network public information service establishments.
(i) Publicize a service agreement to users who apply for a new network public information service establishment.
(ii) Applicants for a new network public information service establishment must carry out real name registration. Applicants shall be required to provide true personal information, as well as have their Identification Number verified.
(iii) Users with foreign IP address shall not be allowed to establish network public information service establishments.

关于开展网络公共信息服务场所清理整治工作的通知
各网络信息服务运营单位：
今年以来，在我市一些网络聊天室、即时通讯群组、论坛、BBS、互联网短信等网络公共信息服务场所中陆续发现了非法结社、非法串联以及淫秽色情等违法活 动，从维护国家安全和社会稳定的大局出发，为进一步加强和规范网络公共信息服务场所信息安全管理，营造健康向上的网络公共信息服务场所秩序，促进社会主义 精神文明建设。根据《全国人大常委会关于维护互联网安全的决定》、《互联网信息服务管理办法》等法律法规的规定，我分局决定从7月10日至9月30日开展 为期三个月的网络公共信息服务场所清理整治工作，现提出以下工作要求：
一、加强组织领导，高度重视网络公共信息服务场所清理整治工作
要充分认识网络公共信息服务场所信息安全隐患的严重性以及清理整治工作的紧迫性，从维护国家安全和社会政治稳定的大局出发，高度重视网络公共信息服务场所 信息安全管理工作，按照“谁经营、谁负责，谁受益、谁负责”的原则，成立由各单位主要领导亲自挂帅的清理整治工作领导小组（有关人员名单请于7月15日前 报我分局），加大人力、物力的投入，采取一切必要的手段和技术措施，积极开展清理整治工作，为推动我国信息化健康发展，促进精神文明建设，构建“和谐深 圳、效益深圳”作出贡献。
二、分阶段，有步骤地做好网络公共信息服务场所清理整治工作
为全面彻底地做好网络公共信息服务场所清理整治，此次清理整治分为三阶段进行。
（一）宣传准备阶段（7月10日―7月16日）
1、广泛发布公告，加大网络公共信息服务场所整顿的宣传力度。
各单位要针对各自网络公共信息服务场所的特点，采取相应的方式向广大网民公告开展网络公共信息服务场所清理整治工作，要结合本通知要求，以营造健康网络聊 天秩序，提高服务水平和效率，更好地为广大用户提供安全、优质的服务功能为主题，详细拟制公告内容，为下一步各项整顿规范工作做好宣传。公告时间从7月 10 至9月30日。
2、摸清底数，掌握情况，做好清理整治工作的准备工作。
在此阶段各单位要采用多种方法，切实摸清有关网络公共信息服务场所的基数，做好分类工作，为清理整治打好基础。
（二）清理整治阶段（7月16日―8月25日）
在此阶段，各单位要组织足够人员力量，采取人工与技术相结合的方式对现有网络公共信息服务场所进行清查，并视情况予以重新登记或者关闭。所有清查整顿工作于8月25日之前完成，并于9月1日前将有关清查整顿工作情况报送我分局。
1、对于名称、简介、公告中含有法律明文规定的不良信息、涉嫌违法犯罪或与社会主义精神文明建设要求不协调信息的网络公共信息服务场所，坚决予以关闭，并协助我分局调查有关人员情况。
2、对涉嫌以未经批准的社团名义活动的网络公共信息服务场所，予以暂停服务，并要求其在30日内提供社团注册登记证明。对到期未提供有效证明的予以关闭。
3、对其他类别的网络公共信息服务场所要求在60日内进行实名登记，到期未登记的予以关闭。
（三）检查提高阶段（9月1日―9月30）
此阶段我分局将成立专门的检查督导组，从9月1日至9月29日对各单位开展的清理整顿工作情况进行检查指导，对整改措施不落实或达不到要求的，将出具《检查整改通知书》督促限期整改。各单位在此阶段必须做到：
1、落实新建网络公共信息服务场所实名登记制度。
（1）向申请网络公共信息服务场所的用户，公告公共信息服务场所服务协议。
（2）申请网络公共信息服务场所必须进行实名登记。要求申请者必须填写真实的个人证明资料，同时对身份证号码进行校验；
（3）境外IP用户不允许创建网络公共信息服务场所。
2、签订信息安全协议。分别与网络公共信息服务场所管理人员和公安机关签订信息安全协议，明确安全责任和义务，制定配合流程和工作机制。
3、建立人工巡查机制。要求指定专人负责，巡查发现发布、传播有害信息的行为，并采取相关处置措施。
4、增加有害信息举报功能。在各单位网站提供有害信息举报服务，并建立举报信息数据库。
5、建立通报协查机制。要定期向我分局报送有害信息的过滤封堵情况，同时根据公安机关的要求，采取停止服务、关闭等处置措施。
三、加强技术升级改造，提高对有害信息的安全防范能力
各单位要按照以下技术措施的要求，切实提高网络公共信息服务场所的管理能力。
（一）建立网络公共信息服务场所过滤封堵技术措施。有效阻断过滤有害、敏感内容。
（二）建立网络公共信息服务场所有害信息监控技术措施。
（三）建立网络公共信息服务场所信息缓存技术措施。对有关信息、日志依法予以记录。
我分局将在清理整治工作结束后，对先进单位进行通报表扬。
