Urgent Circular Regarding Prohibiting the Use of Dedicated Programs to Broadcast Foreign Animated Films (Chinese and English text)

Recently, however, some television stations have offered some animation information channels or dedicated animation programs, which have been premised on so-called introductions to foreign animated programs, and have openly and in violation of regulations broadcast foreign animated features that have not been screened by SARFT and have not been granted distribution authorization. These unscreened foreign animated features have orientation mistakes, low morality, propagate superstition, encourage violence, and not only violate regulations relating to the animated features authorization system, but also have disrupted the ordinary broadcasting order of animated features, and have had an adverse influence on the emotional health of numerous children. . . .

广电总局关于禁止以栏目形式播出境外动画片的紧急通知
2005年9月13日，国家广电总局向各省、自治区、直辖市广播影视局（厅），中央电视台、中国教育电视台发出《广电总局关于禁止以栏目形式 播出境外动画片的紧急通知》，《通知》说，当前，各级电视台特别是各地少儿频道和动画上星频道着力扩大国产动画片的播出规模，积极扶持国产动画产业的发 展，国产动画创作生产出现了前所未有的良好态势。但是，近来在一些电视台开设的一些动画资讯栏目或动画专题节目中，以所谓介绍境外动画片为由，公然违规播 出未经国家广电总局审查并取得发行许可证的境外动画片。这些未经审查的境外动画片导向错误，格调低下，宣扬迷信、凶杀暴力，不仅违反了动画片发行许可制度 的有关规定，扰乱了动画片的正常播出秩序，而且对广大青少年身心健康造成了不良影响。对这一不良现象，要采取有效措施，坚决纠正。为此，各级广播影视机 构，特别是各级电视台少儿频道和动画上星频道要切实做好以下几方面工作：
一、进一步增强政治意识、大局意识和责任意识，积极贯彻落实《中共中央、国务院关于进一步加强和改进未成年人思想道德建设的若干意见》，从着眼民族未来、切实保护未成年人身心健康的高度，认真做好动画片的播出管理工作，为未成年人的健康成长营造良好的文化空间。
二、认真执行引进播出境外节目的有关规定。所有境外动画片的引进须经国家广电总局审查通过，并获得发行许可证后，方可发行播出。在每个播出动 画片的频道中，国产动画片与引进动画片的播出比例不低于6：4，即国产动画片的播出数量不少于60%。坚决制止播出未经国家广电总局审查及未取得发行许可 证的境外动画片及合拍动画片的违规行为。
三、进一步建立和完善动画节目的管理机制，严格把好审查关和播出关，不得播出向境外动画公司购买的或其免费赠送的未经审查的动画片，不得播出社会中介代理机构推荐的未经审查的境外动画片。
四、自本通知下发之日起，各级广播影视机构要对动画资讯栏目和动画专题节目进行自查，正在播出的此类栏目或节目要立即停止或整改。
五、各省级广播电视监听监看部门要把动画片播出情况作为监看重点之一，实现动画片播出内容、播出类别、播出时段的动态监管。对违规播出非法或盗版境内外动画片、超时超量播出引进动画片的播出行为要及时予以通报，并严肃查处整改。
