Procedures for Foreign Reporters to Apply for Short-term News Coverage in or Resident Accreditation to China 2007/07/20 I. For short-term news coverage in China by foreign reporters and related personnel The following documents should be submitted to the consular office of the Chinese embassy, consulate or visa issuing institution(s) authorized by the Chinese Ministry of Foreign Affairs in ---- (country or region). 1. A letter of application for covering news in China signed by the head of the foreign media organization with detailed programs in China including the name list of the visiting reporter(s), date of arrival and departure, venue(s) and subject of news coverage. 2. An invitation letter by the interviewee. 3. The applicant's passport, copies of professional journalist credentials and contact information. 4. Completed visa application form. 5. Completed Equipment Declaration Form if the reporter(s) intend(s) to bring into China reporting equipment of his (their) own. II. For foreign reporters applying for resident accreditation to China and related personnel 1. A foreign media organization should establish a resident office in China before sending resident reporters. The foreign media organization should first submit a written application to the Information Department of the Chinese Foreign Ministry directly or through the Chinese embassy or consulate in (country). The application should be signed by the legal representative of the organization and should include: (1) A profile of the media organization concerned. (2) Name of the resident office and the city in which it is to be established, its business scope, number of staff as well as personal information of the office chief and other staff such as name, gender, age, nationality, capacity and working experience. (3) A copy of the media organization's registration certificate issued by its home country. 2. If a foreign media organization which already has a resident office in China wishes to send a resident reporter to China, it should first submit a written application to the Information Department directly or through the Chinese embassy or consulate in (country). The application should be signed by its head (chairman, president, vice president, editor-in-chief, deputy editor-in-chief, president or vice president of radio/TV station, etc.) and should include: (1) A profile of the media organization concerned. (2) The name, gender, age, nationality, capacity, resumé, and the city where the reporter is to be based. (3) Professional credentials. 3. If two or more foreign media organizations wish to send the same individual as their resident reporter in China, they should go through the above-mentioned procedures separately and indicate in their respective applications the post which the reporter concurrently will hold. 4. Approved resident foreign reporters and their accompanying dependents should apply for J-1 visas at the Chinese embassy, consulate or visa issuing institution(s) authorized by the Ministry of Foreign Affairs in (country). Foreign staff working not as reporters and their accompanying dependents should apply for Z visas. Kinship certificates or documents should be provided.

一、 赴华短期采访的记者及相关人员
请将以下材料送交中国驻X馆领事部(X号窗口):
(一)由机构负责人签署的赴华采访申请函及在华活动详细日程(包括人员名单、抵离时间、采访地点、采访内容);
(二)被采访人/单位提供的邀请函;
(三)申请人护照、职业记者证明文件复印件及联系方式;
(四)签证申请表;
(五)如携带自用采访器材,请填写《记者随身携带器材申报表》。
二、 赴华常驻记者及相关人员
(一)新闻机构欲在华派遣常驻记者,应首先在华设立常驻机构。新闻机构应当以书面形式,直接或通过中国驻X馆向外交部新闻司提出申请。申请书应当由该机构法定代表人签署,并包括以下内容和文件:
1、该新闻机构基本情况;
2、在中国境内设立机构的名称、常驻地区、业务范围、人数、负责人及其他人员的姓名、性别、年龄、国籍、职别、履历;
3、该新闻机构注册证书复本。
(二)已在华设立分社的新闻机构欲派遣常驻记者,应当以书面形式,直接或通过中国驻X馆向外交部新闻司提出申请。申请书应当由该机构总部负责人(董事长、正副社长、正副总编辑或正副台长等)签署,并包括以下内容和文件:
1、该新闻机构基本情况;
2、派遣记者的姓名、性别、年龄、国籍、职别、履历、拟常驻城市;
3、职业记者证明文件。
(三)两个或者两个以上外国新闻机构派遣同一人为其常驻记者的,应分别履行申请手续,并在各自申请书中注明该记者所兼任的记者身份。
(四)获批准后,记者及其家属可向中国驻X馆申请办理J-1签证,非记者身份的外籍工作人员及其家属申请Z签证。家属须提供亲属关系证明文件。
