In order to thoroughly carry out the "sweep away pornography and strike down illegal publications" struggle, regulate the operating order of the publication market, strengthen day-to-day supervision and administration, and purify the cultural market, in accordance with the nation's relevant laws and regulations, to integrate the province's publication market in a practical manner, it is decided to implement an announcement system with respect to the actions of publication businesses that violate discipline or regulations.
1. Scope of application
This system shall be used for publication businesses who have violated relevant national laws and regulations and should be subject to administrative sanction, but who have not committed a crime, including distribution, wholesale, retail, and rental work units and individuals.
2. Work Goals
Attack illegal business activities, sanction businesses that violate discipline or regulations. Regulate the operational order of the publication market, achieve "regulation of stocking procedures, submission and screening prior to sale, and business order." Persist in "not allowing the stocking of publications from illegal channels, not allowing commerce in illegal publications that the nation has explicitly banned, not allowing domination of the market through unfair competition, and not allowing the distribution of publications without a written agency agreement."
3. In order to ensure the smooth implementation of work goals and the promotion of the healthy, orderly, and prosperous development of the publications market, in addition to the administrative sanctions imposed pursuant to relevant laws and regulations, an announcement system shall also be implemented.
(1) Anyone in any of the following circumstances shall, in addition to being subject to the necessary administrative sanctions, be included in a published list of work units and individuals who have violated discipline and regulations:
(i) selling illegal political publications with contents that oppose the basic principles set forth in the Constitution, harm national unity, sovereignty, or territorial integrity, damage the honor or the interests of the nation, destroy ethnic unity, injure ethnic sentiment, disrupt social order, or destroy social stability;
(ii) selling illegal publications that propagate "Falun Gong" or feudal superstitions;

(iv) selling illegal publications, engaging in illegal publishing activities;

(vi) selling publications that press and publication or cultural executive administrative agencies have explicitly banned from being published, printed, or copied and distributed;

(2) Anyone in any of the following circumstances shall, in the first instance be subject to administrative sanction and be given a verbal warning. In the second instance, in addition to being subject to administrative sanction, they shall be given an official warning and shall be included in a published list of work units and individuals who have violated discipline and regulations. Executive administrative agencies shall increase supervision and administration of those businesses included in the list.

(ii) stock publications from a work unit not authorized to publish or distribute publications, or be unable to provide a distribution agency agreement relating to publications being sold in a timely manner . . . .
