In order to strengthen the day-to-day supervision and administration of publication marketplaces, safeguard the regular order of the publication market, and promote a prosperous market, it has been decided to implement a special agent system for all publication marketplaces in the province.
1. The Substance of Special Agents' Work and Professional Responsibilities
Special Agents shall be executive personnel of the press and publication and cultural executive administration departments dispatched to publication marketplaces, and their professional responsibilities shall include:
(1) being responsible for propagandizing and implementing the relevant laws, regulations, and general and specific policies of the Communist Party and government regarding the publications market;
(2) being responsible for the supervision and administration of the day-to-day business activities of operators in markets;
(3) being responsible for the organization and administration of the work of submission and screening of publications prior to their sale;
(4) being responsible for coordinating the work of submitting, screening, and identifying suspected illegal publications in markets;
(5) accepting complaint reports in markets, and reporting them to the executive administration departments in a timely manner;
(6) having a grasp of the situation in publishing markets, and report it to the executive administration departments in a timely manner.
